After consulting the Chairman of the Municipal
Council, of which Mr. Hogg is unfortunately a
member, I sent for Mr. Hogg and told him very
plainly that such conduct could not be toler
ated and that if he persisted in it the Corps
would have to be dissolved. Mr. Hogg declined to
desist from his campaign and threatened to get
up another petition on the subject of the German
residents on Shameen addressed to the General
Officer Commanding, Hongkong. Unless Mr. Hogg
were in close communication with the General and
had reason to believe that the latter held views
different from my own, I hardly think that he
would have allowed himself to make this remark.

I wrote officially to the Municipal Council
setting forth my own views as to the status and
raison d'etre of the Defence Corps. With these
views every member of the Council except Mr. Hogg
was in complete agreement and they were communica-
ted by the Council to the members of the Corps.
A threat by Mr. Hogg to circulate his own views
amongst the Corps led the Council to suggest that
he should resign his Councillorship but he
refused
